Description:
The Director of Clinical Operations manages the ASC clinical staff
and is responsible for planning, organizing, delegating, budgeting,
and controlling the clinical services of the BroomfieldCentre ASC,
LLC (the Centre) to maintain high quality and efficient
cost-effective care. Responsible for the interpretation, direction,
and evaluation of nursing/clinical practice to promote safe,
efficient, and effective care from admission to discharge.
Demonstrates and promotes the primary goal of providing surgical
services which exceed customer expectations and improves clinical
and financial operations. The Director of Clinical Operations is
also responsible for Quality Improvement/Risk Management/Education
and Compliance with State, Federal and Accreditation Standards
applicable to the Centre.
Essential Job Responsibilities:
1) Leadership/Management
a) Develop an organization structure
i) Assigning responsibilities and delegating authority that will
facilitate safe, effective, and efficient care for the surgical
patient
ii) Determine allocation of human resources according to
anticipated workload, case mix, special assignments or projects,
concurrent indirect patient care, committee meetings, staff
education and absences while recognizing budgetary constraints.
b) Assist (oversee) in the develop and implementation and
evaluation of policies and procedures
c) Responsible for continued compliance with government regulatory
agencies and accrediting bodies requirements
d) Maintain awareness and readiness of professional issues at the
local, state, and national levels that impact the delivery of
nursing services and health care management
e) Develop, promote, and provide educational efforts that meet the
needs of the nursing/clinical staff based on demonstrated
competencies, changing conditions of medical technology, new
processes and procedures and individual staff member desires for
professional advancement.
f) Develop and maintain compliance with the Centre's mission,
vision, values and goals of clinical operations in an environment
in which all team members can work collaboratively.
2) Clinical
a) Directs and supervises all areas of the Centre'clinical care
b) Keeps administration informed of clinical activities
c) Oversees development and medications of clinical programs and
patient care activities.
d) Establish, maintain, analyze, and evaluate standards of nursing
care to maintain compliance with professional standards and
recommend perioperative practices to ensure patient satisfaction
and efficiency of services in a timely manner.
e) Act as staff and or charge nurse as necessary to fill in in
times of staff shortage
f) Coordinates with Anesthesia providers for case coverage.
g) Ability to evaluate and correlate clinical data with patient
care.
3) Business
a) Participate in the facilities budgeting process by developing
operating, capital and human resource requirements for the clinical
departments
b) Initiates and supports efforts to monitor and controls costs
c) Make recommendations for medical supplies and equipment
purchases to the administrator based on the needs of the Centre and
evaluation of new products and services
d) Responsible for the Materials Management function which may
include ordering, receiving, storage, distribution and inventory
control of medical supplies and drugs, including monitoring usage
and adjusting stock levels according to the needs of the
Centre.
e) Oversees supply cost consumption, cost containment. Product cost
containment and inventory management with the goal to improve
Centre profitability without affecting quality.
f) Monitors concurrent activity list and ensure completion of
assigned tasks.
g) Assists with facility marketing efforts
4) Human Resources
a) Carries out supervisory responsibly including interviewing,
hiring, training and evaluation of clinical employees
b) Provide leadership support in developing and maintaining
effective relationship with the Centre staff and medical staff
including guidance, counseling and support as needed by the
clinical staff.
i) Intervenes as necessary and with prompt attention as necessary
when conduct observed is unbecoming of professionalism in the
workplace.
ii) Maintains written documentation of employee disciplinary
process
iii) Conducts necessarily follow up with corrective action plan for
staff member who are not meeting performance expectations
iv) Mentors supervisors gaining skills in staff management.
v) Holds individual employees accountable for assigned
responsibilities and individual goals and performance expectations
through periodic performance evaluations and conferences. Ensure
managers complete performance appraisals in a timely manner.
c) Develop and maintain staffing plan and appropriate staffing
levels by working with employees and Human Resources with the goal
of maintaining appropriate levels of qualified and appropriate
clinical staff for all departments.
d) Evaluates potential new hires, by assigning and establishes an
orientation program to promote a successful work experience and
retention strategy
e) Delegates administrative responsibilities to another qualified
staff RN in his or her absence with notification to Human
Resources.
f) Completes and or oversees payroll submission, verification and
correction of time sheets within required deadlines. Delegates
responsibilities in his/her absence.
g) Assure that all clinical staff are properly oriented and
received timely safety education and staff development as
needed.
h) Accepts responsibility for development, implementation and
enforcement of Centre policies and procedures.
i) Conducts annual review of content and prepares revisions for
board review
ii) Conducts necessary staff education of policy revisions.
iii) Intervenes as necessary to ensure policy compliance.
i) Responsible for compliance with OSHA requirements.
j) Maintains employee certificate and licensure compliance.
5) Quality of Care and rights of patients
a) Ensure that employees provide high quality care services in
accordance with principles of professional practice and ethical
conduct and with concern for the costs of care and for improving
health status
b) Investigate patient complaints in cooperation with
administration.
c) Maintain patient, physician and employee privacy and
confidentiality per policy and federal law.
d) Assure documentation of patient care to meet criterial dictated
by legal practice, state and federal health standards and
accreditation standards.
e) Identify areas, which require additional reinforcement through
education, consultation, or practicum.
6) Quality improvement
a) Is responsible for achievement and maintenance of accreditation
and quality improvement activities including but not limited
to:
i) Ensuring that Incident Reporting process is maintained, and all
incidents are reported and followed up on as necessary
ii) Oversees infection control activities including NSHN
reporting
iii) Oversees and participates on QAPI and MAC Committee and serves
as quality improvement coordinator to facilitate quality
improvement activities under the direction of the administration
and the Quality Improvement Committee.
iv) Oversees the patient satisfaction survey process
b) Promotes effective and efficient utilization of facilities and
services, including an active integrated organized, systematic peer
review program
c) Responsible for ongoing accreditation programs including but not
limited to : QI, RM, IC and facility and fire safety.
d) Maintains Knowledge of and understand regulatory requirements
of:
i) Federal ASC Conditions of coverage
ii) AAAHC Standards
iii) State of Colorado ASC and CC standards
e) Responsible for State occurrence reporting process
compliance.
f) Responsible for Infection Control process
g) Manages the patient grievance process
7) Facilities and Environment
a) Assist COO to ensure provision of a functionally safe and
sanitary environment for its patients, personnel and visitors
b) Assists in the development of facility and environment polices
and procedures, including the development of an emergency plan.
c) Ensure that employees receive training upon orientation and
regularly thereafter, which enables them to respond to emergency
situations in an organized and efficient manner.
8) Communications and teamwork
a) Demonstrate effective communication skills and professional
relationships with staff, management, physicians, patients/families
and vendors.
b) Demonstrated transparency and the sharing of information by
keeping personnel informed and involved.
c) Recognizes privileged and protected information and applies
discretion and confidentiality.
d) Communicates effectively with physicians to assess needs for
future and immediate specialty instruments and supply needs
e) Fosters teamwork by collaborating with others, exhibits openness
to other views give and receives feedback in a positive manner.
Able to build morale and group commitments to goals and
objectives.
f) Facilitates communication between employees in the achievement
of conflict resolution.
g) Conducts and participates in staff meetings to share information
and educational offerings with employees.
9. Other duties as assigned.
Requirements:
Education/Licensure: Graduate of an accredited school of nursing
with a Bachelor of Science degree required; MSN preferred or
master's in business, health administration or other related field.
Current license as a Colorado registered nurse. Current
certification in BLS and ACLS. The knowledge, skills and abilities
of a staff nurse are required for this position including the
maintenance of specialty certification in either perioperative
nursing, CNOR or in a paranesthesia nursing, CAPA or CPAN.
Experience: A minimum of ten years recent experience in a
perioperative setting with at least five years in an ASC
supervisory setting.

to nursing issues.
Ability to communicate with all levels and departments about
nursing topics.
Ability to make presentations before top management, public groups,
and staff.
Ability to collaborate with senior managers to improve clinical
operations.
Ability to competently use Microsoft Office, including Word,
PowerPoint, Excel, and appropriate practice management
software.
Equipment Operated: Standard office equipment with emphasis on
computer hardware and software. Frequent use of nursing and
surgical equipment.
Work Environment: Ambulatory and convalescent care center.
Well-lighted, well-ventilated, adequate space.
Physical Requirements: Must be able to use appropriate body
mechanics techniques when making necessary patient transfers and
helping patients with walking, dressing, etc. Must be able to lift
up to 25 pounds of supplies. Occasional stress from dealing with
many staff and patients.
