non-exempt position is typically scheduled 7:00 a.m. - 3:30 p.m.,
Monday-Friday. Position includes excellent benefits; please see the
Benefits tab for details. Salary Range: $26.80-$37.50/hour Hiring
Range: $26.80-$32.15/hour The incumbent performs semi-skilled and
skilled work in identifying and marking buried Parks water, reuse,
irrigation and electrical infrastructures by referencing GIS maps,
utility prints, and using specialized locating equipment. Primary
responsibilities include performing a variety of technical tasks of
routine to moderate difficulty related to the City and County's
Park Services Operations and providing information and assistance
to City and County staff and the public. The incumbent exemplifies
the characteristics of a collaborative, innovative and resilient
work culture and along with the leadership team, models the
appropriate behavior to create and maintain a resilient work
culture within the department. The incumbent provides holistic
services to the public by seeking ways to integrate programs or
services provided by other departments, divisions and agencies. The
incumbent works in partnership with other employees,
departments/divisions, agencies and the public in delivering
effective and innovative services. Essential Required
Tasks/Examples of Duties: (Persons hired in this position must be

restrictive.) Maintains confidentiality of information consistent
with applicable federal, state and city/county rules and
regulations. General Operates and maintains specialized equipment
and tools used to locate underground parks utilities
infrastructure. Reads, understands, and interprets utility maps,
engineering design plans, prints, and GIS mapping to assist in
identification of Broomfield owned underground parks assets.
Prioritizes work activities by reviewing all locate requests to
determine travel routes and timelines. Operates handheld detection
equipment in the designed manner. Marks the location of underground
utility assets on roadways, public and private property, and other
ground surface locations as appropriate and needed using required
spray paints, flags, or other marking devices. Maintains and
updates records and construction drawings to mark utility lines
within accuracy requirements of State laws. Conducts field meetings
with contractors or customers and other representatives from
outside agencies and identifies the location of each utility line.
Updates staff of any discrepancies found in the field during
locates in reference to updating the City and County of Broomfield
GIS mapping. Completes all proper documentation for each utility
locate ticket. Actively keeps current with new utility locating
equipment, GIS and mapping systems, and GPS locating technology.
Operates a computer, including a tablet, and a portable or handheld
GPS unit. Performs semi-skilled and skilled maintenance duties in a
lead worker capacity in all areas of the Park Services as needed.
Maintains a variety of records relating to inventory, maintenance,
construction, and inspections. Prepares requests for new equipment,
materials, and supplies. Responds to complaints from the public
regarding Park Services asset conditions. Ensures that problems are
corrected in a timely and effective manner. The incumbent must be
flexible to work in all types of terrain and weather conditions,
able to succeed under stressful situations and conduct him or
herself in a professional manner at all times. This class must also
be motivated to work independently and demonstrate good time
management skills to plan and accomplish assigned work loads as
required. Operates construction and maintenance equipment used in
the department (such as pick-up trucks, tractors, loaders, dump
trucks, backhoe, jet truck, snow blowers, shovels, pick-ax, sledge
hammers, and hand tools); performs preventive maintenance and
routine repairs on equipment; assists in major maintenance and
repairs to division equipment; and makes modifications to existing
equipment for adaptation to department's needs as required. Ensures
the proper maintenance of equipment and tools by cleaning and
checking equipment and tools after use. Performs routine inspection
and preventive maintenance on assigned equipment and refer defects
or needed repairs to appropriate division. Performs all duties in
conformance to appropriate safety and security standards. Trains
lower-level personnel in the operation of and preventive
maintenance on equipment. Provides back-up coverage in the
operation of Parks snow equipment during inclement weather. Duties
require a full range of physical motion and activities including
manual digging, pushing, pulling, lifting, twisting and turning the
upper body, bending/stooping, kneeling, squatting/crouching,
climbing in and out of confined spaces (stair/ladder negotiation),
balancing, crawling, reaching for objects, turning wrist, walking,
sitting and standing. The incumbent must also be alert to
peripheral activities when operating equipment and, therefore, must
have a full range of movement in the neck and shoulders.
Administrative Duties: The incumbent is responsible for effectively
managing his or her workload to achieve departmental goals. Assures
that responsibilities are performed in compliance with federal and
state regulations, Broomfield policies and procedures and the
Broomfield Municipal Code. The incumbent may confer with employees,
supervisory, and administrative personnel regarding departmental
policies and procedures. Contributes to the preparation and review
of departmental policies and procedures as necessary to maintain
the effectiveness of departmental programs. Advises applicable
administrators or departments of potential problems or concerns.
Compiles, interprets, and prepares data for studies, reports and
recommendations; coordinate departmental activities with other
departments and agencies as needed. The incumbent assists in
recommending and implementing modifications to systems, policies
and procedures. May conduct studies, analyses, and research on a
wide variety of topics. Assists in researching and analyzing legal
requirements impacting departmental programs and services. The
incumbent keeps operational records and makes required reports.
Evaluates service costs and makes related recommendations.
Identifies and recommends changes or improvements in departmental
operations to ensure assigned functions are efficient and cost
effective. Budget/Resource Management: The incumbent assists in the
preparation of the department's annual budget. Assures that
responsibilities are performed within budget and performs cost
control activities such as monitoring expenditures to assure sound
fiscal control. The incumbent is responsible for partnering with
other staff members in planning, developing, and implementing the
overall vision, mission, programs, processes and projects of the
department. Works with the team to avoid duplication of service and
to ensure that customer expectations are recognized and resolved
thereby maximizing customer satisfaction. Assists in the
development of short and long-range goals including annual efforts
to advance the City and County's mission, goals, and objectives.
Monitors the progress of projects so the goals may be obtained
within the established timeframe. Prepares purchase orders and
processes invoices as assigned. Public Relations/Communication: The
incumbent meets and confers with customers to explain departmental
plans, programs, functions, policies, and procedures. Assists
departmental staff in preparing and coordinating reports as
required. Answers letters of inquiry/complaints and talk with
customers. Attends meetings, workshops, and conventions as
necessary for the maintenance of effective services. Responds to
requests for information and advises City and County departments on
assigned programs. Maintains liaison with other departments.
Provides verbal and written information to departments. Maintains
the accuracy of any program materials posted on the
Intranet/Internet. Miscellaneous Duties: May assist in other areas
of Parks Services. Operates a personal computer including
associated software programs. Operates a motor vehicle in traveling
to and from work sites. Ensures facilities and equipment are
maintained properly and coordinates maintenance and repair
functions. Takes proper safety precautions, anticipates unsafe
circumstances, and acts accordingly to prevent accidents. Uses all
required safety equipment. Responsible for the safety of self,
others, assets, equipment and facilities; responsible for knowing
and complying with all City and County of Broomfield and department
policies; adheres to attendance and workplace attire policies.
Performs related duties as required. Minimum Qualifications:
Training - High school graduate or GED equivalent. Experience - A
minimum of three years of experience in locating utilities or in
the construction, maintenance and repair of irrigation water supply
and electrical lines. OR Any equivalent combination of training and
experience that provides evidence that the applicant possesses the
Necessary Applicant Traits. NECESSARY SPECIAL REQUIREMENTS: Must be
at least 18 years of age. Must possess and maintain a valid
driver's license and safe driving record for continued employment.
Applicants must, as a condition of employment, pass the following
pre-offer and post-offer/hire processes: oral board, reference
checks, driving record check through DMV, criminal background
checks and sex-offender registry check, and a pre-placement
physical examination. Working Conditions: The work environment
characteristics described here are representative of those an
employee encounters while performing the essential functions of the
job. Travel by pickup/automobile is required to reach work sites.
Work is generally scheduled Monday through Friday with some weekend
and holiday work required. Position also involves on-call duty
which requires working weekends on a rotating basis and working all
hours during emergency repairs as needed. The noise level in the
environment is moderate. The incumbent is exposed to the following
environmental factors: work near moving mechanical parts; work in
high, precarious places; working in confined spaces; working in or
near moving traffic; fumes, or airborne particles; electrical
shock; infectious materials; toxic, or caustic chemicals;
year-round outdoor weather conditions; and vibration. The physical
demands described here are representative of those that must be met
by an employee to successfully perform the essential functions of
the job. While performing the duties of this job, the employee is
constantly required to sit, stand, push or pull, walk, bend, twist
or turn, reach horizontally, forward reach, below waist reach;
simple grasping, power grasping, finger manipulation, cervical
flexion, cervical extension, cervical rotation, cervical side bend,
hear, talk, smell, and use hands and/or feet to perform manual
tasks such as digging; and the employee is frequently required to
sit, negotiate stairs and ladders, kneel, squat, crawl, climb, be
in quadruped position, reach overhead, wrist turning, and pinch.
Physical demands are described as medium (exert up to 50 lbs. of
force occasionally, and/or up to 20 lbs. of force frequently, and
up to 10 lbs. of force constantly to move objects). Specific vision
abilities required by this job include close vision, distance
vision, depth perception, ability to adjust focus, color vision,
and peripheral vision. Reasonable accommodation may be made to

required by law.
